Quality, Health, Safety, Security and Environment Manager (QHSSE)

Summary

The Quality, Health, Safety and Environment Manager will be responsible for Safety and Quality Management Systems associated with the operational activities within the company. The requires developing and maintaining systems and developing a safety conscious culture.


Key Responsibilities

 

  • Provides leadership and direction in the development of QHSSE, interprets, and prepares data for studies, reports and recommendations; coordinates department activities with other departments and job sites as needed
  • Works in conjunction with senior management to effectively plan, develop and implement strategies to effectively inculcate a QHSSE culture to meet required objectives
  • Management of the department to ensure that relevant functions are performed, focusing on training and development of all employees supervised and to provide the necessary resources to facilitate the achievement of individual employee goals, high morale and job satisfaction
  • Monitors and controls the operating and personnel expenses related to the QHSSE department both within office and job sites
  • Recommends to the management team ways to improve operational efficiency through strategic QHSSE investment. Reviews and verifies Purchase requisitions associated with the QHSE function
  • Responsible for developing an annual departmental plan with detailed budgets
  • Maintains responsibility for any assigned fixed assets assigned to the QHSE department
  • Develop and ensure that company personnel adhere and comply with the accepted standards of NHI and customer requirements regarding QHSE
  • Ensures the timely completion of internal and client reports/metrics relevant to QHSSE
  • Supervises, monitors and provides training and guidance to all QHSSE site personnel
  • Develops and champions a site Management QHSSE Audit schedule
  • Develops and maintains QHSSE company risk register and jobsite risk registers with mitigation plans
  • Takes responsibility for reporting all incidents and accidents as required to regulatory and statutory agencies
  • Ensures total compliance to policies, procedures, existing laws and regulations
  • Promote all activities towards achieving a goal of Zero Incidents and Accidents
  • Ensures that routine inspections of equipment, personnel, offices and emergency drills are conducted periodically
  • Ensure QHSSE training, compliance, tracking and control at project sites and collate and analyze HSE reports to provide safe and environmentally responsible project management services to clients
  • Coordinate with project team members, consultants and contractors to ensure compliance with QHSSE policies
  • Conduct regular site inspections to monitor compliance to HSE requirements
  • Prepare and submit regular update reports on QHSSE aspects on site
  • Monitor deviations from QHSSE requirements and coordinate with all parties to correct the same
  • Prepare and update Project Safety & Environment Management plan

Requirements

Minimum Qualifications & Experience


  • Bachelor’s Degree in HSE/Engineering or equivalent related work experience
  • 7-10 years senior level QHSSE management experience
  • Knowledge of OSH Act and STOW 
  • Formal training in Quality and experience in ISO 9000 Management systems
  • Training and or experience in the construction industry
  • Experience leading teams of 5 or more HSSE professionals
  • Demonstrated experience building HSSE Department Manuals
  • Extensive experience with Building Code requirements in Trinidad and Tobago and the Caribbean
  • Communication and influencing skills, in person and in writing
  • Analytical and problem-solving skills and decision-making skills
  • The ability to lead and manage teams and projects
  • Attention to detail with the ability to recognize discrepancies but also the ability to see the implications for the bigger picture
  • Commercial awareness
  • Organization and time management skills and the ability to handle a complex, varied workload
  • Ability to work in a team environment
  • Ability to travel within the Caribbean 2-3 times monthly
  • Must be able to meet deadlines and put in the time needed to get the job done
  • Strong organizational, interpersonal skills


Benefits Package

  • Base Salary - 30K-40K
